Wash the vegetables thoroughly. Finely slice the cabbage, grate the carrot, chop the onion, and cut the green onions into small pieces.

Add the flour, egg, salt, black pepper, and chili flakes to a large mixing bowl.

Gradually add the water while mixing until the batter becomes smooth and slightly thick.

Add the cabbage, carrot, onion, and green onion to the batter. Mix well until all the vegetables are evenly coated.

Heat about 1 tablespoon of cooking oil in a frying pan over medium heat.

Pour half of the vegetable mixture into the pan and gently spread it into a round pancake.

Cook for about 3–4 minutes until the bottom becomes golden and crispy.

Carefully flip the pancake and cook the other side for another 3–4 minutes.

Tips
