Hi Duncan. I'm Japanese and living in Melbourne, Australia. I have never ever bought Tempura flour. I always use all purpose plain flour and potato starch flour. Try it. 😄

Potato starch flour is also not available in my country. It is just not popular. All purpose plain flour is in plenty though.

It doesn't have to be Potato starch flour. Corn starch or tapioca starch is totally fine.
