In a jug mix the condensed milk and fresh cream and set aside.
In a small bowl soak saffron in warm milk. - 2
In a wide bottom pan add butter and melt on medium heat.
Add in the semolina and roast until light golden. Add in milk powder and mix well. Cook for a further minute. - 3
Add in the hot milk and keep stirring until its absorbed.
Add in condensed milk and fresh cream and keep stirring until all liquid is absorbed. Lower heat and add in saffron and cardamom and cook for further 2 - 4

Garnish with slivered pistachios and almonds or decorate to your choice.
Serve hot or cold.
