Melt butter on low heat. Stir in Flour, Salt and Pepper. Cook over medium heat, stirring continuously, until mixture is silky smooth and bubbling.

Reduce heat to very low. Combine Orley Whip and Water. Slowly, while continuing stirring, add liquids. Continuing cooking till sauce thicken and is cooked through.
