In a cooking pan Boil the sugar & water. Make sugar syrup of 1 thread consistency

Once done add the food colour,coconut,cardamom powder & the milk powder

Switch off gas & mix well.

Pour mixture in greased plate. Level it evenly. Put some chopped pistachios & few strands of Saffron(optional) let it cool & cut into desired shapes
