To make a cup of liquid milk add 3 tablespoons (a bit more if you want it creamier) of powdered milk to 1 cup of water

Can I used only sugar, flour milk and butter to make it cream without cooking it

Cooking it is what makes the roux thick, dissolves the sugar granules & prevent the butter cream from having raw flour taste. So I don't think you can do it without cooking.
