My mother didn't have any written recipes. All recipes were in her head. I saw how she made her doughnuts and these doughnuts are pretty close to hers.

You can use Water instead of Milk, but I don't know the substitute for Baking Powder. As Baking Powder contains bicarbonate of soda and acidic ingredient, you may wish to try with a little bit of bicarbonate of soda and cream of tartar or vinegar. Isn't baking powder available where you live?
