Im very new to cooking so im sorry pardon my ignorrence lol but why put in a paper bag? Does that do something different than just an ordinary pan with foil?

Cooking in pathment paper bag makes the fish very moist and soft (I think because it has all the steam inside). You can use the aluminium foil instead.
