Self-Raising Flour contains a raising agent, and sometimes salt. Some websites suggest you can substitute with 1 cup Plain Flour blended with 2 tsp Baking Powder, but I have never tried it. For scones, you must blend Flour and Baking Powder evenly before you use it.
