Yes. Creates butter milk which reacts to bi-carb. The reason both baking powder and soda is to do with the browning of pancakes. As well as the fluffiness.

You can replace vinegar with lemon juice to make buttermilk. Or replace both milk and acidic agent with sour cream. Hope this helps.
