No its ceviche you have too add lime and some vinegar to the meat mix it up the acid from white vinegar and lemon or lime juice hooks it

No you don’t cook the ground beef before, when I make it I don’t use vinegar, and for the juice I squeeze some limes until I have about a cup of the lime juice, then I just pour it into the raw beef, but I usually do it the day before and let it rest for 12 hrs just because of the fact that it’s ground beef we are working with, takes more time for it to cook
