I left mine for about two hours because I was in a hurry,you can leave it for more than that

As for the water quantity,start with 1&1/2 cup,Don't be after quantity of the pastry by adding too much if not your puff will soak in oil. Just make sure it's in liquid form but thick enough(not like pancake!)

Use your hand to get that consistency and remember that while frying,the small amount of mixture dipped rises as it fries in the oil,so forget the quantity of the mixture but the thick consistency
