First, make the sugar syrup by heating the sugar with 1 cup water. Add the crushed cardamom and saffron strands. Keep the syrup thin; do not let it thicken.

Next, pour the milk into a large pan and simmer until it reduces from 3 cups to 1 cup. Let it cool, then gradually add the all-purpose flour, mixing well. Add 1/2 cup plain milk to help make a smooth batter. The batter should be slightly thick but pourable. Heat ghee in a pan, then use a spoon to pour small amounts of batter into the hot ghee to make malpuas.

Fry the malpuas, flipping them with a spoon until golden brown. When small holes appear on the surface, the malpua is perfectly cooked. Prepare all the malpuas this way. Soak the hot malpuas in the warm sugar syrup for 2-3 minutes. Serve the hot malpuas on a plate, garnished with sliced pistachios. Enjoy your delicious, hot malpua!
