Preheat Oven to 350 and grease and lightly flour the bottom and sides of a 9X13 baking pan.

The topping will be made on the stove top and you will need a medium saucepan.

Melt the butter for the topping ingredients over medium heat. Gradually add the granulated sugar, brown sugar, cinnamon , nutmeg and salt.Press the lumps of sugar and heat until there are no lumps in the mixture.

Now add the flour and mix until well blended and consists of a paste. Set aside and make the batter.

Create the batter. In a large bowl - sift the flour, sugar, baking powder and salt.

In a medium bowl - combine the eggs, milk, melted butter, and vanilla and whisk until well blended.

Pour the wet ingredient over the dry and mix well with a spatula or wooden spoon.

Pour the batter into the 9X12 baking pan and spread evenly.

Now break up the topping mixture with your fingers and evenly crumble it in an even layer over the cake batter. It should form a nice top layer.

Bake for 40 minutes or until a tooth pick come out clean when the center of the cake is tested.

Optional - Sprinkle Powdered Sugar over the top. Enjoy!
