Sift the flour and add the salt.

In another bowl, combine the water, sugar, and yeast. Stir until the sugar and yeast dissolve, then let sit for 15 minutes until the yeast becomes frothy.

Add the milk to the yeast mixture and mix well. Gradually add the flour and knead until a smooth dough forms. Add more water if needed, depending on the flour. Let the dough rest for 1 hour in a warm place.

Meanwhile, prepare the filling. Place the onions, bell pepper, garlic, and tomatoes in a food processor and blend until slightly smooth.

Transfer the onion, garlic, bell pepper, and tomato mixture to a large bowl. Add the ground meat and mix well until combined.

Add the olive oil, sumac, cumin, salt, black pepper, red pepper paste, and parsley. Mix everything together until well combined.

Divide the dough into portions. Roll each portion into a circle and spread some of the filling evenly over each round. Repeat until all the dough and filling are used.

Lightly grease a baking sheet with oil. Arrange the Turkish pizzas (Lahmacun) on the sheet and bake in a preheated oven at 400°F (200°C) for 20 minutes, or until the meat and dough are fully cooked.
