Hi Fenway. Can lamb chops like this be effectively cooked in oven or pan? I've never made lamb chops! :-O

yes they can. Preheat the oven to 425, then heat some olive oil in a oven safe skillet. Sear chops on one side untilbrowned, turn over and put them in the oven until cooked to your liking. About 5 minutes in the skillet and 5 to 7 minutes in the oven for medium rare. let them rest on a plate about 5 minutes before serving. I cook them this way in the winter. I. hope this helps!
