No, ponzu should contain citrus I think. Similar I suppose though. If you just added some citrus juice and rice vinegar I figure you could get away with calling that ponzu. This combo of mirin, soy, dashi is a very common base for a lot of things. Actually, I just added some ginger and used it as a chicken marinade today.
