Is there any way to avoid deep frying?
I mean pan fry or something else?

To add at the time of.soaking moong dal.( Thanks for pointing out..I edited).
You can apply 1-2 tbsp oil on dried Dal and bake or roast in pan..but not sure about it crispness and also how much time it may take.( Need to do experiment ).
