Mix 1 liter of water with the remaining ingredients in a blender until well combined, then add the rest of the water.

Grease the baking pan with oil, pour the mixture into the pan, and place it in the oven. Bake on the top rack, and once cooked, move it to the bottom rack to brown.

Once out of the oven, sprinkle with cumin and chili.
