Take the mutton and wash it thoroughly. Slice the onions.

Heat 3 tablespoons oil in a pressure cooker. Once hot, add the bay leaves, cardamom pods, whole dried red chilies, and black peppercorns. Sauté well.

After the whole spices are fragrant, add the sliced onions and sauté until golden. Add the ginger-garlic paste and cook well. Add all the ground spices and sauté until the oil separates. Add the mutton and cook, stirring, until well browned with the spices.

Once the mutton is well browned, close the pressure cooker lid and cook for 4 whistles. Turn off the heat and let the pressure release naturally. After the pressure releases, dry up any excess liquid by cooking uncovered and sautéing until the oil rises to the top. Your spicy mutton stew is ready. Serve hot with roti or naan.
