Finely dice the onion. Mince or crush the garlic cloves.

In a pot, heat some oil. Add the diced onion and garlic, and sauté for about 2 minutes.

Add the ground beef to the onion and garlic mixture. Cook for a few minutes.

Add the tomato paste, mix well with the beef, and season with salt and pepper to taste.

Let the beef cook for another 8–10 minutes until fully cooked. Remove from heat and let it rest.

Wash the potatoes thoroughly and place them, unpeeled, in a pot. Add enough water to cover them completely.

Bring to a boil and cook until a fork can easily pierce several spots on the potatoes.

Once the potatoes are cooked, remove them from the water. Let them cool for about 5 minutes, then carefully peel them while still warm.

Once all the potatoes are peeled, mash them using a potato masher. Season with salt and pepper, and knead well. Some people add an egg when kneading, but it's optional.

Divide the mashed potatoes into 4 equal portions. Take each portion, flatten it slightly, add some of the beef filling, and seal it closed.

Coat each stuffed potato with flour, then fry in oil until golden brown.
