For the Manchurian Balls --- In a large bowl, combine the finely chopped cabbage, carrot, onion, and green onions. Add 1/2 teaspoon salt and let it sit for 10 minutes.

After 10 minutes, squeeze out the excess water with your hands. Add black pepper powder, salt, all-purpose flour, and cornstarch. Mix well. Grease your hands and shape the mixture into balls. Fry the balls in hot oil over medium heat until golden brown, then remove and set aside.

In a small bowl, mix together the tomato ketchup, soy sauce, red chili sauce, and green chili sauce. Set aside. In another bowl, mix cornstarch with water to make a slurry.

For the Gravy --- Heat oil in a pan. Add ginger and garlic, and sauté lightly. Add onion and sauté for a few seconds. Add the remaining vegetables and sauté.

Add the sauce mixture, salt, and black pepper powder. Stir in the cornstarch slurry and add water as needed to reach your desired consistency. When it comes to a boil, add the fried Manchurian balls and cook for 1-2 minutes. Turn off the heat, garnish with green onions, and serve Veg Manchurian hot with fried rice or noodles.
