In a stand mixer bowl, combine all the dry dough ingredients and mix. Add the wet ingredients and knead until the dough is smooth. Let it rise for 30 minutes.

While the dough is rising, prepare the filling. In a skillet, heat the oil, add the ground beef, and cook until it is no longer pink. Add the onion and sauté, then add the bell peppers, salt to taste, black pepper, and spices. Stir to combine.

Roll out the dough to about 1/4 inch (1/2 cm) thick and cut into circles using a round cutter.

Place some filling on half of each dough circle, then fold the other half over the filling.

Seal the edges well, brush the tops with beaten egg, and sprinkle with sesame and black seeds. Arrange on a baking sheet.

Bake on the middle rack of a preheated oven at 350°F (180°C) for 10 minutes, then turn on the top heat for 3 minutes until golden. Serve warm as a tasty appetizer.
