Heat pan add oil. Ler the cumin seeds crackle. Add onion, green chilli, tomato and capsicum. Cook it 2min. Then add oats and mix it well.

Add salt to taste. Add termaric powder, red chilli powder. Mix it proper. Now add hot water and cover with lid. Cook it for 2 mins then turn off flam and serve it. Garnish with fresh green coriander.
