In a bowl, whisk together the sugar and oil. Add the eggs one at a time, then add the cream and orange juice, mixing well. Add the zest and sifted flour with baking powder, and mix until the batter is smooth.

Place cupcake liners in a pan and fill each 3/4 full. Add chocolate chips to taste. Bake at 350°F (180°C) for 15 minutes or until a toothpick comes out clean.

Once done, let them cool. Meanwhile, whip the 3/4 cup of heavy cream, sifted powdered sugar, and orange zest. Optionally, add a drop of orange gel color. Beat for 3 minutes on medium speed, then 4 minutes on high speed.

Fit a large piping bag with an open star tip and decorate the cupcakes, starting from the center outward. Top with a very thin quarter slice of orange.
