In another bowl, dissolve the remaining water with rice powder and vanilla essence.

Slowly pour the rice mixture over the hot milk constantly stirring and cook on low heat for 5 mins or until it thickens.

Add rose water and mix well.

Serve into bowls and garnish with pistachios.
