Soak the bulgur wheat in a bowl with hot water for 10 minutes. Then rinse well and drain until all the water is gone.

Add it to the ground beef (passed twice through the grinder). Mix and knead until well combined.

Pass the mixture, now combined, through the grinder again. Remove and place it in a bowl.

Knead a little and season with salt, pepper, and a bit of cinnamon.

Place the onion, bell pepper, and mint in a food processor or grinder. Add to the mixture. Mix well and shape the keppe with your hands, moistened with water. And it's ready!
