Sauté onion, bell pepper, salt, and pepper in heavy (think: cast iron) pan until lightly browned.

Add garlic and cook for 1 minute, stirring constantly.

Add tomatoes and sugar, bring to light simmer, stirring occasionally.

Add corn, bring back to light simmer, and cook until corn is done.
