In a pan put sugar and water and boil it. After that add cardamom powder and rose essence. Switch off the gas after 2--3 boils. Keep aside.

Boil milk in a pan and add salt, sugar and ghee.
Add maida to lukewarm milk and make firm dough. Knead it till smooth. Cover with dampen cloth and keep aside for 10 mins. - 3
Now take one portion of dough and roll it and make small roundels with the help of glass/katori. Keep aside.

Put these 3 roundels one into other. (as shown in pic)

Next again roll and cut in rectangular shape and divide into 2-3 pcs and roll that pieces (as shown in pic)

Now take 3 set of each roundel and press in center with the help of ur finger. Put one roll in center and cut 3 sides of puri rolls and lift one by one and fold and stick to opposite petal. (Shown in pic).

Accordingly make all flowers.

Heat oil to medium hot and fry till golden and soft and crispy.

Dip these fried flowers in medium hot sugar syrup for 5 mins.

Take out in serving plate and garnish with fresh roses and petals.
