Mix the semolina, bulgur, salt, and paprika together, then pour in the boiling water. Let soak for 30 minutes.

For the filling: Sauté the onion in oil, then add the ground beef and spices. Cook, stirring, until the meat is done.

Shape the kibbeh dough, fill with the meat mixture, and seal. Fry in plenty of hot oil until golden brown.
