Mix all the dough ingredients together and knead until smooth. Let the dough rise.

Combine all the meat mixture ingredients in a bowl and mix well.

Divide the dough into small balls as desired.

Shape each ball into a flat round, then spread 2 tablespoons of the meat mixture on top of each.

Cook in a skillet on the stovetop until the bottom is golden brown, then place under the oven broiler until the top is browned. Serve hot.
