In a large mixing bowl mix milk, sugar, oil. Now using strainer nicely strain the dry ingredients to ensure no lumps are there.

In a small quantity gradually add the dry ingredients into the wet mixture, now using spatula mix it nicely using cut & fold method. Add vinegar, vanilla essence and mix properly.

Preheat the oven for 10 minutes in 180 degree celsius. Now fill the muffin mould or the muffin paper (kept on muffin tray) 3/4 th portion and keep in oven for 20-25 minutes. Using toothpick check if the muffins are done. Take out and keep aside for 5 minutes to cool down.
