For dough-firstly, activate the yeast in warm water. And add salt and sugar.mix well.
later take another bowl, add maida, and butter, mix well. Then add active yeast liquid and knead the dough for five minutes.Cover and rest the dough in warm place for two hours to ferment. - 2
For the filling--In a pan heat oil, when hot add mustard seeds-cumin seeds followed by chopped Ginger-garlic-chilli mixed. Add red chilli powder, salt coriander powder, black pepper powder, cumin powder, haldi powder. Add boiled and mashed potatoes mix well

Add vinegar and mix it. Keep aside.

Making the layered vada-pav--- Divide into equal portions.take each portion.roll it the long strips shown in pictures.place a corner of a small circle of masala, then put the green chutney on the top of it.

Sprinkle some dry peanut garlic chutney,over the green chutney. Cover the masala both side shown as pictures.make vertical cut the other half of the strip and cover this as shown as a picture

Preheat the oven 180 degrees for 10 min. Keep the vada 30 mins rest. After milk coating the vada. Then bake at 180 degrees Celsius for 30 mins.

Brush some butter on each of them and sprinkle some dry peanut garlic chutney.

Serve hot with tamarind chutney.
