Steps

Mix the flour,salt and milk Powder.

Dissolve the sugar land in lukewarm water.

Add one cup of all-purpose flour mix and yeast to lukewarm milk and stir.

Once all the flour is mixed in milk start kneading the dough.

It will be sticky but add oil,1 tbsp at a time,and continue kneading 9-10 minutes.

After 10 minutes the dough will be smooth. Keep it covered in a greased bowl for the first proof. Almost for 2 hours or until it doubles up.

Now roll a dough. Sprinkle some oats. Roll it and put in the greased tin for the second proofing.

Preheat oven to 190 c brush the pav with milk and cover the tin.Bake for 25 to 30 minutes.
