Mix the wet and dry ingredients to make Samosa pur/pastry, roll out to and cut rectangles of your desired size.. slight heat them on a nonstick pan enough so they can be bendable or until bubbles form (a minute max)

Sauteé carrots and garlic then add the tin fish together with salt an allow to cook further then set aside to cool
