Soak the bulgur wheat in water for about 2 hours.

In a food processor, blend an onion with basil, marjoram, mint leaves, kibbeh spice mix, and ground red pepper.

Mix the soaked bulgur well with salt, the blended onion mixture, mint, basil, marjoram, red pepper, spices, and ground beef until it forms a cohesive dough.

For the filling, sauté the diced onions in corn oil until soft. Add the ground beef, seven spice, salt, and a pinch of kibbeh spice mix.

Shape the dough into balls, flatten each one, fill with the meat mixture, and seal to form stuffed balls.
