If using rolled oats, blend them in a blender a little at a time until you get a fine flour and measure out exactly 1 cup (skip this step if you already have oat flour). Place the oat flour in a bowl and add the chia seeds, baking powder, salt, cinnamon, and sugar.

Add the milk and vanilla extract. Mix everything well, making sure to dissolve any lumps. Let the batter rest for 7-10 minutes.

After resting, heat a nonstick skillet or griddle over medium-low heat. Add a little butter, then pour some batter onto the skillet using a spoon. Cook until the surface starts to dry and bubbles form, then flip and cook until golden on both sides. NOTE: Since the two main ingredients absorb a lot of liquid, if the batter thickens while cooking, you can add a little more milk to the bowl.
