It's a variation of minced meat.
Steps

First of all marinate minced beef by adding yogurt and achar masala for 15 mins.

In a wok heat oil fry onions let it golden.

Add chopped tomatoes and ginger garlic paste fry it little.

Add dry spices and mixed it well.

Add marinated minced beef. Let it cook for 20mins.

Cut green chillis in between and fill with chaat masala and put it on mince. Cover it for 5mins. Off the flame and garnish it with green coriander and ginger.
