In a bowl, mix the water, oil, sugar, cocoa, and milk at high speed until all ingredients are well combined and no lumps remain.

Take 1 1/2 cups of this mixture and set it aside.

Add the eggs and vanilla to the main mixture and beat, then add the flour and baking powder and beat again.

Pour the mixture into a greased baking pan or glass Pyrex dish, depending on what you have available.

Place it in a preheated oven at 350°F (180°C).

Remove from the oven and let it sit for two minutes.

Poke several close holes in it using a wooden skewer.

Pour the mixture that was set aside over the cake.

Let it cool, then it's ready to serve.
