In a saucepan, heat half of the milk with the sugar, mandarin peel, and vanilla extract. When it starts to boil, turn off the heat, strain the milk, and cover the saucepan. Let it sit while the milk cools slightly. In a separate bowl, whisk together the cornstarch, flour, eggs, and the remaining milk. Pour this mixture into the infused milk.

Cook the mixture over medium heat, stirring constantly, until it thickens and becomes smooth, about 8 to 10 minutes. Remove from heat. Grease a rectangular dish or tray with butter and pour in the mixture. Cover with plastic wrap, pressing it directly onto the surface, and refrigerate for 2 to 3 hours.

Cut the set milk into equal-sized squares. Place flour in a bowl, beat the egg, and heat a skillet with plenty of olive oil. Dredge each square first in flour, then in egg, and fry on each side until golden brown. Drain on paper towels.

While still warm, roll the squares in the cinnamon-sugar mixture.
