Salt and pepper
Flour

Steps

Steam or boil new potatoes.

Mash potato.

Chop onion and fry minced beef (season with salt and pepper). Mix all well.

Salt boiled quail eggs. Flour eggs and wrap with potato.

Flour potato and put egg and bread crumbs.

Fry in vegetable oil until good brown.
