Preheat oven to 200°C

Peel and discard the loose papery outer layers of the whole garlic bulbs, keeping them whole

Cut the tops off the tops of the garlic heads. And place them on tin foil, a piece big enough to wrap them with.

Drizzle olive oil over each exposed head, using your fingers to rub the olive oil over all the cut, exposed garlic cloves.

Cover them with tin foil and bake for 45 minutes.
Remove from the oven. Allow the garlic to cool enough so you can touch it without burning yourself. - 6
Squeeze the roasted garlic cloves out of their skins. Mix with the butter, basil and pepper.

You can use this garlic butter for whatever you want. I made some garlic bread.
