Combine the tsubu-an, water and margarine in a bowl, and microwave until lukewarm. Put the dry ingredients in a plastic bag and shake to combine.

Mix all the ingredients together and knead for 2 minutes. The mixture is very sticky, so knead it over the plastic bag. Coat your hands with flour, and divide the dough into about 10 portions and roll into balls.

Bake for 5~6 minutes at 200℃ (preheated at 220℃). Here's how they look inside. Don't bake them for too long and make sure that they don't get too dry while baking.
