In a large bowl, combine the flour and melted clarified butter. Mix until crumbly. Add the almond extract, 1 teaspoon baking powder, and a pinch of salt. Mix in the egg and orange blossom water, and knead until you get a soft dough. Let the dough rest for 1 hour. Divide the dough into 12 equal pieces. Roll out each piece separately, sprinkling plenty of cornstarch between each layer to prevent sticking. Place 6 layers in a baking pan.

For the filling, mix the peanuts and almonds with sugar, 1 tablespoon butter, and a little orange blossom water. Spread the filling over the 6 layers in the pan. Add the remaining 6 layers of dough on top. Pour a can of melted clarified butter over the top and let it rest for 30 minutes.

Preheat the oven. Bake for 1 to 2 hours, until golden. While still hot, pour the syrup over the baklava. Decorate as desired.
