Soak bulgur in cold water for 10 minutes; drain and squeeze out excess water.

Mix soaked bulgur with half of the ground meat, salt, and pepper until dough-like.

In a pan, sauté remaining meat with onion, pine nuts, allspice, cinnamon, salt, and pepper until cooked; let cool.

Shape bulgur-meat mixture into small oval shells, hollow out the center, and fill with meat mixture. Seal carefully.

Fry in hot oil until golden brown or bake at 180°C (350°F) for 20 minutes until cooked
Tips
Handle the bulgur dough gently and seal the filling tightly to prevent the kibbeh from breaking during frying or baking.
