Preheat oven to 350°F (180°C).

Boil water in a large pot. Core cabbage and blanch whole head, peeling off softened leaves (12–16).

Cook rice and set aside.

Heat olive oil in a pan. Sauté onion, carrots, and celery for 5–7 min.

Add garlic, cook 1 min. Add ground meat, cook until browned. Drain fat.

Stir in salt, pepper, parsley, cooked rice, diced tomatoes, tomato paste, and 1/3 cup tomato sauce.

Spread thin layer of tomato sauce in a 9×13-inch baking dish.

Trim thick stem from cabbage leaves. Place 1/4–1/3 cup filling in each, roll up tightly.

Arrange rolls seam-side down in dish. Pour remaining tomato sauce over.

Cover with foil. Bake 60–75 min until tender. Rest 10–15 min before serving.
Tips
A mix of beef and pork gives better richness than using one alone. If sauce is too thick, add a small amount of water before baking. If too watery, add a little tomato paste.
