Soak the bulgur wheat until the grains are well softened, then add the ground meat, onions, spices, and salt.

Grind the mixture in a meat grinder once or twice, as desired.

For the filling: Finely chop the onions and sauté them until soft. Add the coarse spices, sumac, and ground meat, and cook until done.

Shape the kibbeh and fry them, or you can freeze them for later.
