In a large bowl, combine the bulgur, semolina, and boiling water. Let it sit for 30 minutes.

Grind the mixture using a meat grinder or food processor.

Add the spices and grind the mixture again.

If the dough is not soft enough, add a little more water.

Knead the mixture by hand until it becomes very firm and cohesive.

Prepare the filling.

Shape the kibbeh by making an opening in the center, fill with the meat mixture, and seal well. Enjoy!
