Soak 1 cup of bulgur wheat in warm water. Once the bulgur absorbs the water, drain and squeeze out any excess liquid.

In a food processor or grinder, combine the bulgur, 1/4 pound ground beef, salt, spices, and black pepper. Process until the mixture forms a dough-like consistency.

Finely chop the onion. In a skillet, sauté the onion with ground beef for the filling. Once the beef is cooked, add the pine nuts, salt, black pepper, and spices. Mix well.

Shape the bulgur mixture into balls or ovals, fill with the meat mixture, heat the oil, and fry until golden brown.
