In a medium bowl, combine the rhubarb, flour, sugar, cinnamon, salt and water.

Pour into a lightly greased 8 X 8 pan.

In a second bowl, combine the flour, brown sugar, oats and butter.

Mix together until crumbly.

Sprinkle over the rhubarb.

Bake for 40 minutes.
